I have both DLC packs, i had the 'Fetching playlist.' Here's the fix. There's probably files missing from your gamefolder or something similiar.

Delete local content of MW2 singleplayer 2. Delete local content of MW2 multiplayer 3. Run the install from CD and let it finish it. Start up MW2 singleplayer to start a download of few files (1.6mb), when the download is finished, and you are in the singleplayer mainmenu, select MULTIPLAYER. This will start up the download of MW2 multiplayer files(1.6mb), or go straight to the game itself. Just let the files download to the computer, if you don't have the disc. I still recommend disc.

I've had to fix this many times. The disc is always in the tray just in case I need to run it again and again.
